This person James Buck has published on his website several tools to randomly create things.  Its all browser based so nothing to install on your PC.

Random Dungeon Generator
Random NPC Generator 3.5 (there is also a 3.0)
Random Town Generator (no map  Undecided )
Random Treasure Generator
