Dwarves, Halflings and Gnomes get a minus 20 on their movement for their size. That way a fast dwarf could still outrun an average human.
Everything you carry on your person has weight: clothing, armor, weapons, and supplies. Most items in the lists will also have a weight associated with them.
To determine your movement. Add up all the weight you are carrying and deduct the number of pounds from your movement score. This is your movement attribute while carrying all your equipment. For example in melee, a player might drop their 40# pack to improve their movement by reducing their weight. Presuming they win the melee they can always retrieve the pack. If they loose the melee, they won't need the pack anymore!
If your movement adjustments from weight reduces your movement to half, you are over burdened. In melee, the number of attacks and defenses the character can perform are reduced by 50%.
