The Percentile Universal Combat System is a simplistic rule set that is easily understood and fun to play. It can be applied without any modifications to any genre the players can dream up. The fundamental design criteria is:
"The rules should not get in the way of play."This system composes a set of rules for combat in a fantasy setting where players control characters. This set defines the rules, terminology and concepts in a guideline to make combat fast, flexible and exciting. This set should enable you to create any fantasy environment you choose. Understanding of physics, science and magic (or lack there of) should be set aside. We make no attempt to explain or even understand how these fantasy abilities could work.
The melee model has been changed. There had been a perception that a player could game the system by changing weapons to gain attacks in melee. To avoid the perception of cheating, melee rules were revised to prevent this. The spell model for melee has had the most changes. In a nutshell there are no more casts per day and skill level equals casts per round. It is easy to use. We remain concerned about magic being perhaps too powerful with this revision. The Percentile Universal Combat System (PUCS) began as a pet project in 2006 by three long time gamers. It was born mainly out of frustration with trying to remember and consistently interpret complex rules. As the Percentile Universal Combat System (PUCS) matured others have become involved and active play testing has been on going since late 2006.
